Job Purpose
The Western Cape Department of Health and Wellness is seeking a suitably qualified and experienced Administration Clerk to provide support within the Supply Chain Management Unit at Robertson Hospital.
The successful candidate will be responsible for demand and acquisition management functions, procurement administration, asset management, warehouse-related duties, and ensuring compliance with all applicable legislation and treasury regulations.
Minimum Requirements
Senior Certificate (Grade 12) or equivalent qualification.
Mathematics and/or Accountancy must have been passed as a subject.
Recommendation
The following will serve as an advantage:
Experience in Asset Management and Warehousing within the public or private sector.
Experience in Procurement and Electronic Procurement Systems (eProcurement).
Valid driver's licence.
Willingness to assist across Supply Chain Management functions within the Sub-District, including clinics and mobile services.
Knowledge and Skills
Computer literacy in Microsoft Office (Word, Excel and Outlook).
Knowledge of:
Public Finance Management Act (PFMA)
Annual Operational Plan (AOS)
Finance Instructions
Provincial Treasury Instructions
National Treasury Regulations
Experience working with the Logistical Information System (LOGIS).
Good administrative and organizational skills.
Ability to work accurately and meet deadlines.
Key Responsibilities
Perform demand and acquisition management functions.
Manage Electronic Procurement System processes and compliance requirements.
Prepare bid and quotation documentation for submission to the Quotation Evaluation Committee.
Perform procurement administration and ensure compliance with relevant regulations.
Maintain and update the asset register.
Conduct asset management and warehouse-related duties.
Follow up on outstanding orders and supplier deliveries.
Assist with interim and annual financial statement reporting.
Support financial year-end processes.
Ensure compliance with all legislation, policies, and procedures relating to Supply Chain Management, Assets, and Warehouse Management.
