Programme Overview

This Learnership Programme offers an opportunity to gain practical workplace experience and a recognised NQF Level 5 qualification in Public Service Administration. Learners will be exposed to administrative, clerical, and public service functions within a structured government-aligned environment.


Minimum Requirements

Applicants must meet ALL of the following criteria:

  • Must be a South African citizen with a valid SA ID
  • Age between 18 and 35 years
  • Must be currently unemployed
  • Must not be enrolled in any other learnership or educational programme
  • Must not hold any post-matric qualification (completed qualifications will disqualify applicants)
  • Must have Grade 12 (Matric) with the following subject requirements:
    • Mathematics (Minimum Level 4) OR Mathematical Literacy (Minimum Level 5)
    • AND Physical Science (Minimum Level 4) OR Business Studies (Minimum Level 4)
  • Must provide SAQA/NLRD verification report (from SAQA website)
  • Must submit certified copies of:
    • ID document
    • Matric certificate
    • SAQA/NLRD verification report
    • Updated CV

Key Responsibilities (Learning Areas)

  • Manage office records, filing systems, and correspondence
  • Prepare official reports, letters, and administrative documents
  • Handle incoming and outgoing mail efficiently
  • Communicate professionally with the public, clients, and internal stakeholders
  • Respond to queries, complaints, and information requests
  • Support customer service delivery standards
  • Assist with meeting coordination and scheduling
  • Take accurate minutes during meetings
  • Monitor progress of departmental projects and programmes
  • Ensure compliance with public service policies and procedures
  • Uphold ethical standards, accountability, and integrity in all tasks
  • Use Microsoft Office (Word, Excel, Email systems) effectively
  • Capture and maintain electronic data and records
  • Assist in preparing presentations and spreadsheets

Knowledge Requirements

  • Understanding of Rand Water’s mandate and its role in the water sector

  • Strong verbal and written communication skills
  • Basic computer literacy (MS Office suite)
