The Road Accident Fund is a state-owned entity whose mission is to provide appropriate cover to all road users in South Africa and to rehabilitate and compensate individuals injured in motor vehicle accidents. The Fund is also committed to promoting road safety.


Purpose of the Job

The Driver/Messenger is responsible for safely transporting people, documents, and goods to and from assigned locations. The incumbent must adhere to national road safety rules and regulations, follow work schedules, and report any vehicle defects, accidents, traffic violations, or delays.


Key Performance Areas

Messenger Services

  • Collect correspondence from government institutions, verify against the list, and acknowledge receipt.
  • Deliver packages and messages in a timely manner.
  • Handle documents and packages with care.
  • Drive delivery vehicle to destination, ensuring secure transport.
  • Maintain communication with both the departure and destination points.
  • Obtain signatures/receipts for deliveries.
  • Maintain a logbook of daily visits.
  • Sort items based on delivery routes to maximize efficiency.
  • Confirm deliveries and report to the office.
  • Plan delivery routes before setting out.

Administration

  • Ensure efficient and timely document copying, binding, and handling.
  • Monitor availability of messenger services for delivering items to various institutions.
  • Ensure proper archiving of scanned files in accordance with the National Archives Act and RAF’s strategies.
  • Maintain records of documents in off-site storage and track updates.
  • Keep inventory of records, including retention periods.
  • Oversee postal services, ensuring they operate effectively.
  • Provide efficient document binding services.

Transportation and Operation

  • Transport materials, products, and staff securely to various locations.
  • Report any electrical or mechanical issues to the Facilities Manager.

Vehicle, Machinery, and Equipment Maintenance

  • Perform daily vehicle inspections to ensure safety.
  • Ensure all equipment, including binding and copying machines, are in working order.

Reporting

  • Report defects, accidents, traffic violations, damages, or loss of equipment.
  • Ensure vehicles are well-maintained and follow fleet management policies.
  • Report on any delays or issues with vehicles or equipment.
  • Ensure the franking machine is properly maintained.

Process Incoming/Outgoing Mail

  • Receive, register, and sort incoming and outgoing mail.
  • Prepare outgoing mail for posting or bulk distribution.
  • Track registered and Docex mail and ensure proper handling of correspondence.

Qualifications and Experience

  • Education: Matric (Grade 12) certificate.
  • Driver’s License: Valid Code 10 (EC1/EC) driver’s license and a Professional Driver’s Permit.
  • Experience: At least 1 year of experience in a driving/messenger services environment.

  • Ability to assess the roadworthiness of vehicles and ensure safety.
  • Excellent communication skills.
