JOB OVERVIEW
The Border Management Authority (BMA) is established as an armed service in terms of Section 199(3) of the Constitution of the Republic of South Africa. The BMA operates alongside the South African National Defence Force (SANDF) and the South African Police Service (SAPS) in accordance with the Border Management Authority Act No. 2 of 2020.
The BMA invites suitably qualified and experienced candidates to apply for the position of Senior Administrative Officer within the Agricultural Specialised Function.
JOB DESCRIPTION
The successful candidate will be responsible for providing comprehensive administrative, operational, financial, logistical, records-management, risk and compliance support to the Agriculture Office.
Office Operations
- Responsible for general office operations and provide reports to management.
- Maintain effective filing systems and manage office supplies.
- Maintain the office asset register.
- Liaise with the Asset Unit during asset verification processes.
- Manage outgoing and incoming assets.
- Allocate equipment to officials.
- Work with the Human Resources team to update office policies and assist with onboarding new employees.
Travel & Logistics
- Arrange travel itineraries, accommodation and transportation for staff or visitors.
- Coordinate logistics for meetings, conferences and events.
- Arrange venue bookings, catering and audiovisual requirements.
- Arrange flight, hotel and car rental bookings.
- Process travel-related documentation and expense reports for the Executive Manager: Agriculture.
- Prepare required travel documentation, including entry requirements, trip portfolios and advances.
Information & Records Management
- Maintain effective systems and processes for simplified document management.
- Ensure the confidentiality and security of files and filing systems.
- Maintain accurate administrative records and documentation.
Budget, Financial & Management Support
- Assist with the budget and financial administration of the Office.
- Track expenditure relating to the operation of the Office.
- Ensure that projects and functions within the Agriculture Office are executed on time and within budget.
- Monitor office supplies and inventory levels.
- Work with vendors to ensure adequate supplies are maintained.
- Obtain approvals and process weekly checks, check requests, invoices and timesheets.
- Provide the Executive Manager: Agriculture with documents requiring seal or signature where authorised and supported by formal written approval.
- Coordinate with vendors to ensure products are delivered on time and within budget specifications.
- Prepare regular financial and administrative reports.
Risk & Compliance
- Assist with conceptualising and maintaining the unit's risk register.
- Assist with mitigating the business unit's risk profile through fraud controls and risk-prevention principles.
- Support sound governance and compliance processes.
- Assist with quality risk-management activities in line with applicable requirements.
- Monitor changes in the regulatory environment and assist in implementing appropriate operational controls.
- Provide support and evidence required for internal and external audits.
- Assist with maintaining and enforcing Operations Service Level Agreements to minimise business risk and support business continuity.
- Ensure adherence to relevant legislation, policies and Standard Operating Procedures throughout the organisation.
KNOWLEDGE

MINIMUM REQUIREMENTS
- Grade 12 / Senior Certificate.
- Undergraduate NQF Level 6 qualification in:
- Public Administration;
- Public Management;
- Business Administration;
- Business Management; or
- An equivalent qualification.
- Minimum 3 years' experience in an administration environment, including supervisory experience.
- Valid driver's licence.
- Flexibility to work outside normal working hours when required.
- May be required to work overtime.
