Purpose of the Position
The DBAC & BSC Secretariat is responsible for delivering full compliance and administrative support to the Transnet Corporate Centre’s procurement governance structures—specifically the DBAC (Divisional Bid Adjudication Committee) and BSC (Bid Specification Committee). The role ensures compliance with the Constitution, PFMA, SCM regulations, and corporate governance frameworks. It supports the efficient operation of bid committees by managing all administrative tasks, facilitating meetings, and maintaining proper records.
Key Responsibilities

Committee Induction & Appointments
-
Facilitate induction of new DBAC & BSC members.

Manage formal appointment processes, including issuing and securing signed appointment letters before meetings.

Meeting Coordination & Agenda Preparation
-
Schedule meetings and align with corporate calendars.

Prepare agendas in collaboration with Chairpersons.

Distribute meeting packs and reports at least five working days in advance.

Request agenda items from members in a timely manner.

Minute Taking & Documentation
-
Take accurate, complete minutes aligned with the committees’ Terms of Reference.

Maintain minute books, registers, and confidential records.

Provide written feedback on committee decisions and assist with decision implementation.

Attendance Monitoring & Governance Reporting

Track attendance and report trends to the Chairperson.

Recommend actions for non-compliance or poor attendance.

Promote and uphold good governance standards.

Compliance Monitoring & Member Support

Ensure meetings are conducted within legal and policy frameworks.

Identify delays or bottlenecks in procurement processes and report on trends.

Organise training sessions on procurement laws, ethics, and committee responsibilities.

Records & Audit Support

Maintain proper records for audit purposes (e.g., TEAR reports, resolutions, declarations of interest).

Ensure completeness and clarity of documentation submitted to committees.

Qualifications and Experience
-
Education:
-
Bachelor’s degree or postgraduate diploma (NQF Level 7) in Administration, Law (LLB), Commerce, or Supply Chain Management.

Experience:
-
4–5 years’ experience in a secretariat, project administration, or coordination role.

2–3 years in minute taking, record keeping, or committee support.

Preferred: Experience in public sector procurement, bid committees, or compliance/governance roles.
