JOB OVERVIEW

The Border Management Authority (BMA) is established as an armed service in terms of Section 199(3) of the Constitution of the Republic of South Africa. The BMA operates alongside the South African National Defence Force (SANDF) and the South African Police Service (SAPS) in accordance with the Border Management Authority Act No. 2 of 2020.

The BMA invites suitably qualified candidates to apply for the position of Border Law Enforcement Officer: OR Tambo International Airport.


JOB DESCRIPTION

The successful candidate will be responsible for performing border law enforcement, security, border control, incident reporting, risk management and stakeholder-related duties.

Security Services

  • Conduct regular patrols and surveillance of assigned areas to detect and deter potential security threats and illegal activities.
  • Monitor and control access points, ensuring only authorised individuals are granted entry while maintaining a secure environment.
  • Respond promptly to incidents, emergencies and alarms, taking appropriate action to protect individuals and property.
  • Enforce security protocols, rules and regulations and take corrective action where necessary.
  • Maintain a high level of alertness and situational awareness to identify suspicious activities, behaviours or items that may pose a threat to individuals or national security.
  • Conduct security screenings, including bag checks, metal detector operations and other required security measures.
  • Collaborate with law enforcement agencies and emergency services when responding to potential security risks.
  • Assist in developing and implementing security protocols to proactively mitigate security vulnerabilities.

Incident Reporting & Documentation

  • Document and report security incidents, accidents and violations promptly and accurately.
  • Prepare detailed incident reports covering events, individuals involved, actions taken, evidence and witnesses.
  • Maintain accurate records and logs of security-related activities.
  • Ensure confidentiality and compliance with applicable data protection requirements.
  • Provide timely and accurate information to supervisors, management and law enforcement agencies as required.

Border Control Activities

  • Conduct general border management activities and security services to ensure effective and efficient border management.
  • Attend on-duty and off-duty parades and report for duty according to the deployment schedule.
  • Attend to proactive and responsive complaints.
  • Report on arrested illegal foreigners held in temporary holding cells.
  • Safeguard and control exhibits and evidence for handover to other agencies.
  • Gather information for reports as required by higher authorities.
  • Implement controls over the movement of goods and people at identified ports and border segments.
  • Search people, luggage and vehicles in accordance with applicable regulations during planned roadblock and checkpoint operations.
  • Perform borderline duties, traffic checkpoint operations and other law enforcement duties within outer and inner perimeter areas.
  • Maintain surveillance from covert positions at or near international borders.
  • Control access and egress at identified ports of entry and border law enforcement areas.
  • Conduct vehicle and foot patrols around inner perimeter areas.
  • Control and regulate the illegal movement of people and goods.
  • Identify and report international visitors, travellers and shoppers for monitoring purposes.
  • Perform immigration duties.
  • Perform any other duties required by the port from time to time.

Risk & Compliance

  • Ensure compliance with national and international laws, regulations and protocols relating to border control and customs enforcement.
  • Review and update procedures and guidelines to align with changing legal requirements and applicable standards.
  • Analyse intelligence data, risk assessments and threat reports to identify vulnerabilities, emerging trends and areas of concern relating to border security.

Stakeholder Relations

  • Establish and maintain relationships with intelligence agencies, international organisations and industry stakeholders.
  • Facilitate information sharing and cooperation in combating illicit activities.
  • Represent and participate in BMA committees and task teams as required.
  • Participate in industry-related forums, conferences and workshops to gain industry insight, contribute to business improvement and position the BMA.

KNOWLEDGE

Applicants should have knowledge of:

  • Border Management Authority Act, 2020.
  • South Africa's legal and regulatory framework relating to border control, customs and immigration.
  • Intelligence-driven operations and the use of technology in border control.
  • Public Administration Management Act.
  • Protected Disclosures Act, 2000 (Act No. 26 of 2000).
  • Immigration Act, 2002 (Act No. 13 of 2002).

MINIMUM REQUIREMENTS

  • Grade 12 Certificate.
  • Training in a public security environment will be an added advantage.
  • Minimum 1 year of relevant experience.
  • Valid driver's licence.
  • Flexibility to work according to the demands of the role.
  • May be required to work overtime.
  • The successful appointees will be required to work shifts.
