Purpose of the Role:

To provide strategic leadership in human resources, covering talent acquisition and management, employee engagement and wellness, performance management, organizational design and development, people development, change management, and labour relations—all in support of National Treasury’s business operations.


Qualifications & Experience Required:

  • Grade 12 certificate.

  • Bachelor’s degree (minimum NQF Level 7) in Management, Economics, Industrial Psychology, Human Resource Management, or equivalent.

  • Relevant postgraduate qualification at NQF Level 8; NQF Level 9 qualification is an advantage.

  • At least 5 years senior managerial experience, preferably in public administration.

  • In-depth knowledge of public service employment laws and frameworks.

  • Completion of the Nyukela Public Service Senior Management Leadership Programme (pre-appointment).


Key Performance Areas (KPAs):

People Strategy & Talent Management:

  • Develop and align National Treasury’s People Strategy with corporate objectives.

  • Guide implementation and continuous improvement of talent acquisition and management programs.

  • Ensure alignment with departmental, DPSA, and best practice standards.

Performance Management:

  • Develop and maintain performance management systems supporting a high-performance culture.

  • Oversee job evaluation systems to support talent retention and career management.

  • Support the job evaluation panel with technical and administrative processes.

Employee Engagement, Wellness & Change Management:

  • Promote a positive workplace environment with active employee engagement and wellness initiatives.

  • Ensure effective operation of the Departmental Bargaining Chamber and labour relations.

  • Provide labour relations advice to management and staff.

  • Develop and enhance change management frameworks and wellness strategies.

Organizational Design & Development:

  • Implement OD interventions supporting leadership and high-performance culture.

  • Develop and promote people development infrastructure and dual career models.

  • Respond to organizational design needs including graduate and leadership development.

People Management & Development:

  • Ensure adequate resourcing of the HR service delivery directorate.

  • Implement employee development plans aligned with career paths.

  • Foster a high-performance, employee-centric culture.

  • Manage underperformance, incapacity, and disciplinary matters effectively.

  • This role is a re-advertisement with revised skills requirements.

  • Candidates must meet the public service requirements including completion of the Nyukela SMS Leadership programme prior to appointment.
